   This is probably one major source of angst among those wrongly singled
out for product key 'theft'.   Someone else randomly generated a key that
matched their key.   But they are an innocent but unrelated party.  They
have to pay a fine of $179 to MS to 'get legal'.   MS gets to collect money
on a defective license enforcement program, legitimate customers pay twice.
