In actual fact, the 28800 number is in bits so it should be divided by 8
to make it bytes.
This is what you should get:

14400 - 1600-1700cps
16800 - 1700-1900cps
19200 - 1900-2200cps
21600 - 2200-2450cps
24000 - 2450-2750cps (average 2720)
26400 - 2700-3050cps (average 3000)
28800 - up to 3427cps (average 3300)
