I'm sure it's possible.  What you need is to write your own version of
winstub.exe.  This is the standard exe which gives the message:

  This program must be run under Microsoft Windows.

and exits when run under dos.  What you would need to do would be to
call your top level dos function instead.  How to do that I don't know,
but I'd be interested to know if you work it out.
