On the third hand, ISO character sets are rarely used with QWK, which is
centered around IBM PC code pages. I'd go so far as to say that it's an
error to dump ISO text to a QWK packet; but few QWK-handling programs
bother with conversion. (MultiMail is one that does.) QWK messages normally
don't include Fido kludge lines, and there's no other way to flag different
character sets in QWK. :-(

There's no provision for escaping it, so it would have to be converted.
