Found it and many thanks!  I suspect that this may be just what I am
looking for.
However, can you tell me how to read either of the two files contained
in the EXE (SFX) file?  They are CIR33TXT.RTF and CIR33TXT.TXT and both
files defy deciphering ... at least to my DOS system.  I remember many
years ago that there was an "RTF" format for IBM mainframe files called
something like "Rich Text Format" but surely this can't be that.  The
TXT file has a lot of high ASCII characters and has no LF/CR controls.
I tried reading the files using VIEW97A and it thought the TXT file
might be Wordstar but it was still garbage.
Can you or anyone else either tell me where to find
  a) a readable copy of these files or
  b) a translation programme for DOS and where it can be FTP'd from.
As the cleaning lady once said, "... I don't do Windows ..." so I need
to find a way to read either of these files using DOS 6.22
