In most cases you do :)
But it's very handy, also for long traveling netmails. You can exactly find
out which system polls bad etc.

I started with 3.00, and 'upgraded' to 3.01 (3.01 is only a bugfix to
3.00). I don't know about upgrading, but as I see the control files,
anything is held compatible to 2.x, so I don't think you need much time to
do it....
Of course make a backup, run install and finished...
