My Uni has a bank of 33.6k Netcomm rack modems.  Almost invariably, I have 
connected at 31.2k.  I have chatted with one of the guys in charge of this
bank, and he reckons that the bank is connected to the exchange with ISDN 
lines.  I get 33.6k connects 95% of the time to Jabberwocky....

Another problem with these modems is the fact that they do not offer 
asymmetrical link rates.
