I had the same problem with Portal, and what I did is this:  I removed the
procedure that makes Maximus take the modem offhook after the caller logs off
(and the modem is hung up).  Didn't bring it back since then.

This is the relevant line (with the introductory text) in MAX.CTL:

        % work for all of the modems it has been tried on.

This is my current setting -- take note that it has no "H1" in it.
