The 3429 symbol rate was in there all along, albeit optional - I've seen plenty of 28.8k modems that do 3429 symbol rate. I believe that they added a new constellation, allowing more bits to be sent per symbol. From what I have previously heard, the 33.6k speed was actually being demonstrated before V.34 was ratified, just they didn't think that the phone lines would ever be good enough to handle the speed.
