That's right, though it's got nothing to do with any particular manufacturers; V.34 (1994) defined 3429 as its highest symbol rate (not bps _or_ baud, btw). And there were, apparently, no changes to the algorithms as such, just further refinement of the constellation points for 3200 and 3429 symbols/sec, afaik.
