Generally the reason they miss or simply don't enter the out of service calls
is because of priority traffic.

One of my assignments is to the Major Accident Investigation Team.  I have a
Honda 5hp compressor that runs in my van to supply air to reconstruct truck
brake systems at the scene of a accident, and it runs on propane.  I actually
made the nationwide news last night. In a helicopter news overhead shot of a
p/u vs Semi accident, you could see me wandering in and out of the Semi cab.
If I would have know, I would have waved...
