Might be hard without seeing the init string in FD and the Busy string in
max.ctl. As a guess I'd say there's a problem with the Busy string in max
if it works ok on initial startup. You probably want Max to take the modem
off hook when it exits (so callers won't get ring no answer while you're
tossing any mail that may have been entered).
