when one uses the term 4x4 WRT a vehicle, what, exactly does it referr to?

wheels x "powered axels"

or

"powered axels" x wheels

??

would a 4 wheel drive dually truck actually be a 6 wheel drive? should it
actually be known as a 4x6 or 6x4 because of the two extra rear drive
wheels??
