No, I think that's for mapping ICMP to an internal machine, don't need
that, but somewhere is a setting to allow protocols out and ICMP is being
blocked.

the isp's should be fine but if you want set it to 216.144.8.10 and/or
216.144.4.10 as a test and see if it makes any difference (those are DNS
servers that I maintain)

That's the one, try disabling that and see if you can traceroute somewhere
on the net (just pick a random IP address)
