This message is for any Rhode Island resident who owns a boat 
registered in RI, or for any one else who uses a boat in the 
state of Rhode Island, I am looking for the boating rules and
regulations for RI, I sent a letter to the division of boating
safety, Department of enviromental management, but the letter
came back as not deliverable as addressed. can anyone please
