Do you have the - in the calling line in CONFIG.SYS?

As in: COM1(38400,3F8,IRQ4,-)

(that's just made up, I don't remember the exact values)

The - is a poorly documented parameter to allow DOS doors to use the FOSSIL
�under SIO.
