The point is that the military command did. The military command assigned
the court-martial board, and the military command had control of the husband
since he was a civilian employee. Civil Service rules also cover misconduct
of civilians.

It seems much of the press is starting to feel that way too. If all these
allegations are true, then this guy has a very high hormone level.
