I have not had any first hand experience with pepper foam.  My
instructor and I discussed this stuff and came to the conclusion that it
would not be as effective as a good fog of OC, here's why...
1) For OC to be really effective, it must be gotten into the eyes,
inhaled up the nose, into the throat and lungs etc. so that it can go to
work inflaming the mucous membranes.  If you are looking at the same ad
I've seen, the dummy head is wearing glasses and you can clearly see
that they completely stopped any contact of the foam with the eyes.
Also, whereas a fog would get around the glasses and also be inhaled, a
foam would not. It would sit all gooey on the face and cause it to burn
pretty well though.
2) In a LEO situation, having to decontaminate the suspect or handle
them would get that slop all over the place.  Much more difficult to
clean up after than plain old OC spray.  Regular OC will eventually
dissipate if left alone, I doubt that the foam would be as obliging.
Have you seen the ads for the non-OC foam that you spray on an attacker
and it just keeps expanding and growing all over their face so they
can't see? It contains a green florescent die as well.  An interesting
idea, but I think it would just piss the bad guy off.
