Nope.  It indicates that this 69 year old female is getting sick and
tired of the crap coming from a drug affected source and sounding more
and more sick each time she encounters it.
The research indicates that the frontal lobe of the brain is permanently
damaged by drug use, that higher mental processes such as the ability to
plan are heavily damaged by drug use.  The research also indicates that
the use of any drug will severely impact emotional growth of those who
use it.
So the term means that I consider the source in your case.
