I nagged until I got one from the installation crew.  They got back - put
in the earth stake, fitted the arrestor, then put in a plastic box with no
return path for the earth from the center lug.  Useless...:-(

It's a gas discharge gadget.  Three legs, cylindrical body.  Either side
flashing over ionizes the lot and shorts both sides to center.  Providing
you have kind enough installers to connect the center to something useful,
this is good..

The Krone magazine is 10 of those in a row.
