Not quite. Allways it has been and shall be restricted for writing to ZCs.
But according to European standards, all coordinative echos are open for
reading to everyone.

Yes, this was and is praticised since many years and noone complained up to
now. It is everything but new. Why that sudden uproar now?

Just the oppisite. It shows the openness of his actions. Everyting is open
and verifyable.
