By WIN230, do you mean BW 2.30/386? 

If so, you should be able to acces the same tagline file in both the 
DOS & 386 version of BW 2.30

In BW 2.30/DOS enter the Setup menu. 
Preferences
Default Preferences
Tagline Behavior Preferences
 Tagline selection type  Prompt
 Adoption dupe check     Yes
 Tagline file name       DEFAULT.TAG
 Tagline adoption file   DEFAULT.TAG

Do an F1 on each of those four lines to get detailed help. 
You should be able to reference your v2.12 Tagline file name by copying 
the file over to the BW 2.30/DOS directory, and entering its' name in 
that field. 

Use a text editor to read the instructions in the DEFAULT.TAG file in 
your BWAVE directory. 
It is basically a text file, with no line longer then 68 characters. 

In BW 2.30/DOS I have a 1MB Ramdrive setup for it (actually more for 
other things).

I use a LARGE "Msg Editor" program, that's why I swap the BW program 
out to Ramdrive when doing replies in BW/DOS. 
A Ramdrive makes for a fast swap.
