I made very few changes to the rules.  For ease and simplicity.

However, I don't intend for them to get in the way of those working on the
developement of Maximus.  :)   And if that is the purpose, then this is an
exception to the sysop only rule.   If letting him have access to read an
old echo archive might contribute to interest in developing Max, then
please do let him.

If I'm way off base, then have a chuckle on me,  :)   and fill me in. 
We'll go from there.
