It works for the BlueWave reader when replying to QWK packets. It
does no work (and is not needed) when the Bluewave reader is reading
  Bluewave packets.

If you have registered the version 2.20 for DOS, then you can upgrade
to version 2.30 for DOS with the same registration number, but you
cannot use that number in the 386 or OS/2 versions.

An unfortunate tendency of DOS programs being run in Windows.
Because of the way that they poll instead of waiting for interrupts,
they do tend to soak up time -- especially if you have more than one
of them open. I tend to open BlueWave and then close it completely
when I am done. When I watch the performance meter, one copy of BW
soaks up 45%, even when not really doing anything. Two copies go
over the top at 90-100%. Windows programs tend to only grab 5% or
   less when idle.

If you cannot find a copy, send me an email with subject containing
"fido" and/or "bluewave" to help it get past the
spam filters. I'll
send you a copy. My email address is in signature block below, only
