You don't want your samba server to be changing ip addresses. I wouldn't say it's because it makes it easier to configure samba. Rather, it has more to do with methods of name resolution for the Windows clients. The term static IP address can be understood in two ways: generically meaning that the ip address doesn't change, and specifically in the sense that it is understood to mean configuring it by entering a specific ip address in a configuration file or via a gui tool. What matters is that it doesn't change over time, as a dynamically assigned (via dhcp) address may. Having your dhcp server reserve the address for your ethernet card accomplishes this, If you prefer, you can statically assign it on your linux box.
