Well yes quite, I imagine that there are worlds out there that have life much
more technologically developed than us, and differently developed,
and worlds out there where right now an amoeba is splitting for the
very first time.

Well it depends on what they are like psychologically as well.
I mean I can imagine aliens and humans having completely different
ideas about what sort of things are worthwhile or pointless.
I think that will prove an even larger gap than technological ones.
