1) Look FSC-0087.001:

Parameter of the "TO" statement should be *address*, /not/ /name/

2) Look FSP-1028.002:

  A FTN address MUST be specified in the following form:

       [zone:]network/node[.point][{at}domain]
====
conclusion from (1),(2): format of the "TO" statement in .TIC
file should be:

TO [zone:]network/node[.point][{at}domain]

Please tell your link to not use software what violates specification
