Ahh...
The 2.12 program is small enough to allow it and the tagline file to 
all load into RAM. 

You could try splitting the tagline file up into parts specific to the 
BBS they are intended for. 
The file extension has to be TAG, but the name can be the BBS packet 
name for reference. 

Then go into: 
Setup
Preference
Packet Preference Override
 *BBSNETS  ³ Hafa Adai Exchange & BBSNetworks
Tagline Behavior Preferences
 Tagline selection type *No Tags
 Adoption dupe check     Yes
 Tagline file name       BBSNETS.TAG
 Tagline adoption file   BBSNETS.TAG


Are you using a third party tagline manager, or is it strictly the 
BlueWave manager? 

If using a third party tagline manager, also set BW to swap when 
using the external tagline manager: 
Setup
Global
Memory Swapping Options
 Swap on shell to Tagline Manager    No/Yes
