SMAPI/XMSGAPI are based on the MSGAPI code pre-GPL.  I don't expect the
MSGAPI code has changed much from between SQDEV200 and Maximus 3.02. Maybe
just support for some newer compilers, which I already have.

It contains a lot of code not written by me that was released to the public
domain.  The licencing could not change without permission from all of
those people.
