In 4DOS/4OS2, use the touch command.  For example:

TOUCH /C D:\BT\FLAGS\RESCAN.NOW

The /C switch tells TOUCH to create the file if it doesn't exist.  I use
this in my batch files to create polls by TOUCHing .FLO files in my
outbounds.
