 Only if they give you a public IP address, but that is not very common.
 It's just a specialised cellfone.

 A solution is to make a VPN to a device, that has a public IP address,
 and forward a port to the VPN address of the mifi. The feasabillity of
 this approach depends on what is avalable to you. Can you host a VPN and can
 the node connecting to the mifi make a VPN connection.

 Keeping the VPN alive may become prohibitive because of the connection costs.
