It was not, and Bush minor's administration said so.  You do remember that
Bush minor said that the Geneva conventions didn't apply to them and his 
AG (who apparently can't find a job) wrote that they were "quaint."

I have simply noted that some if not many or even most of the inmates there
were never a part of al-Qaida, they were just kidnapped off the streets and
sent there.  That any who had not been members of al-Qaida joined it after
being released should not be surprising.
