it's not just the LC's job to deal with cheaters, it also requires a certain
amount of assistance from the sysops of the BBSes where this is happening.

And that one player is a player on your BBS, so it's your job to deal with that
player.

Well, of the 777 stories that I hear about cheating, every one of them involves
the sysops of the BBS where the cheating takes place getting pissed off and
reacting to it.  

Also, a word of advice, if the content of these messages is any indication of
how you talk to cheaters, then I suggest changing your way of dealing with it,
because they probably are thoroughly amused by the audience that you
provide for them.

A suggested alternative approach for you to use is the one used here:  have
your players email you with any problems, and if they are serious enough, email
the sysops of the offending BBS(es) and CC a copy to the LC without any foul
language or personal attacks, and it'll be taken seriously.
