The numbers you posted for the Fx command are for a Rockwell v.32bis chipset 
as far as I can remember my old Supra.  Does your modem use the Rockwell or 
Cirrus Logic chipset?  I seem to remember that both use S37 to set the DCE 
speed but the Rockwell chipset only goes to 14400 while the Cirrus Logic 
extends the register to allow for 33600 speeds.  There are also the +MS 
commands to confuse matters.
You might want to try the ATI0 to ATI25 commands and save the output -- this 
will allow us to see what chipset/software revision your modem is using.
