Do deactivated cellulars work in Canada?
I have an old portable....where both battery packs are useless....and I 
decided it was easier to get a new cellular with new features I wanted than 
to try and locate batteries for it....there's also little difference in 
ice.
But, I have a lighter cord for it....so I was thinking I'd give it to my 
parents incase of emergency.....
The batteries are so useless, that I can't make a 5 minute phone call with 
one of the packs straight from the charger.  The other one does a little bit 
better, but no where near the 120 minute talktime/22 hours standby that it 
used to do.

A yagi would help if you could keep it pointed at the shore.
However, there really isn't any good way to do what you want to do. IF you 
were to find an amp that would allow you to transmit back to the shore, you 
wouldn't be able to receive.
