COBOL is gone and not much missed, but Java is dicing with C as the most

I wonder if that's specifically to deal with sorting digits before/after
letters. Somebody must want that or it wouldn't persist - I wonder if its
some age old Library convention.
If so, that would explain its position in the EBCDIC collation sequence..
