Way back when those folks could have moved back, they - or more likely
their parents, I suspect a huge majority of the inhabitants of those camps
have never lived in Israel - chose not to.
  
The reason Israel won't let them back now is that those folks have
been radicalized and no country wants a bunch of radicals intent on
destroying it running around loose within its borders.
