I was. Before we moved out of San Diego into the back country, we lived in
a 'smog check' area and we registered the cars in the exempt part of the
back country part of the state. Our auto insurance went down also.
The part of the state he's talking about is the Los Angeles basin, where
all two stroke engines are banned as well as gasoline powered lawn mowers.
I doubt that anyone living in those areas would be an outlaw for very
long, as the mentallity of your neighbors would be to turn you in, since
they can't use a gas powered lawn mower either. What's good for the goose
must certainly be good for the gander.
