True...  but they'd make more money as, say, escape craft for 
disgruntled immigrants wanting to return home - this week only 
with a pack of FREE PADDLES...

Oh lovely ... talk some neighbour into filling up a videotape of 
the Westie establishment across a typical 3 hour noisy session,  
and send a copy to Bob Harvey with a note asking for help...

(Noise control officers evade having to do anything by producing a 
questionnaire with unanswerable items on it .... "How loud is the 
noise", "How many times does it happen" and the like with just a 
short _____ for the answers.  A nice 3hr record cuts across all 
that,  and when Bob the Boss sends it down for action the 
underlings are most likely to try solving the situation)

Alternatively,  choose a good moment and plant out their garden 
with those bright green spiky weeds that attract so much 
attention...
