One big reason : There is no backward compatibility for RAR.
I have 10 GB of files on different HD. If all files are archived with RAR,
i must allways rearchive when a new release of RAR is coming.
(try to unarchive XXXXX.RAR with RAR 1.5x when XXXXXX.RAR was made by RAR 
.x)
(no problems with ARJ)
A other reason : ARJ have a lot of more option than RAR
For a better compression i prefer JAR 1.02 (better compression than RAR).
