This uses the ESP8266 WIFI chip, and was developed in 2016.
But I think you misunderstood.
This thing connects to the C64, and EMULATES a POTS modem.
In reality it goes over WiFi and uses telnet.
So you can use the C64 to connect to any telnet port (atdt192.168.0.254:23
connects to 192.168.0.254 on the telnet port, you can also connect to other
servers like webservers etc.)

It is not a POTS modem.
It uses the serial routines in the C64 kernal and its userport serial interface
to interface to a IEEE 802.11bgn WiFi.
