No, it's not forbidden. However the codepage the original author used was not
given using a CHRS kludge. So 99.9% of others were not able to read it.

I'm not sure if there's an official language or not, and by all means if you
wish to speak another go for it. But it would be great if the proper CHRS
kludge was deployed so that others can read the conversation too, if so
desired.

Not sure if anyone needs to go that far. It seems just letting the person know
what they can do to not make it an issue any more has been working for the most
part. After all, this network is all about communication, language barriers or
not.
