I'd like to see that, especially when the codepage cannot be determined or
falsely advertised which happens all the time. For example I have seen Russian
webpages where the encoding was advertised as KOI8-R and was really CP-1251
which are totally different as far as code values are concerned.
I believe "foolproof" is impossible in this case especially when the people
responsible for standards are clueless to what the standards actually are, and
are writing bogus ones that cause even more incompatibilty than if they
completely stayed away from writing "standards".
