I think this is over complicated. There are multiples ways to do this (with
count, group by, etc) but the easiest way is :

SELECT s.ad
FROM swedro s
WHERE s.pt='23' AND s.ad NOT IN (
    SELECT ad
    FROM swedro
    WHERE pt'23'
)
