I think Russell is suggesting that quite a few lines have NO trouble with
33,600.  Earlier this year Russell spent some weeks in Mossman FNQ (over
1600Km from here).  He polled twice a day, every day for his point mail. 
He got about 95% 33,600 connects, the rest being 31,200.

I get better than 95% 33,600 calls to my mail host although that is only
from one side of Brisbane to the other.
