  For my modem, it's an S register deal....I can "force" it to connect
  higher/lower by adjusting the S191 register. read the docs on your modem
  and if they _don't_ include a detailed description of what each S register
  does, then try e-mailing tech support or hit their web page.
  Oh, FYI, when I force the modem to connect higher, it slows down to a
  crawl on screen paints/refresh's (in DOS!), so I wouldn't recomend
  forcing a lower/higher setting. Besides, going lower than what's available
  is like driving a ferrari at 50 MPH :), and the modem will re-train to the
  next highest/safest setting in about 10 to 20 seconds, depending on your
  modem settings
