This matter was recently discussed on the G. Gordon Liddy show, wherein
a prosecutor called in and argued with G. Gordon Liddy. The prosecutor
took the position that if you create such a book and someone takes that
book and blows up a building, then you as the author are also guilty of
the bombing and murders that occur. Liddy took the position that
merely writing a book that provided the instructions did not make one
culpable for the crimes committed by another, absent some
conspiratorial involvement with the actors.
