Don't know but a wild stab in the dark is this.

Create a User Template and in the Environment I think there is
something in there about Setup and a place to run a setup script.
Create a script to do this for you. thus when you create your user the
setup script will run and create this directory for you.

The syntax for this or if this can be done that way I don't know
