That's debatable, and varies significantly, depending on where exactly you
are. My phone line allows me to achieve 33600 connects, but they are
admittedly not as common as 31200 connects. Someone out in whoop-whoop
might be plagued with a noisy line, or may cop a fair amount of
interference.
Telstra won't guarantee anything above 2400 (or is it 4800?) bps on
standard PSTN phone lines. Quite simply, the PSTN wasn't designed for
transmitting data at high speeds -- that's what ISDN was designed for.
Unfortunately, ISDN is still not common enough of cheap enough for the
majority to implement. Ack.
If you can achieve solid 31.2k and 33.6k connects, you're doing well.
