The problem is not in giving the knot to an "adult" leader, that may not have
really earned the badge. And you are right, as to the need to keep an adult
leader.
The problem is in insuring that this "adult" leader does not take the same
postion in awarding advancement with the boys.
The last thing Scouting needs is another Advancement Mill.
